Since 2000, there has been enormous progress in achieving the target of universal primary education. The total enrolment rate in developing regions reached 91 percent in 2015, and the worldwide number of children out of school has dropped by almost half.     In 2018, iPeopleQmunity (formerly known as iPeople) was introduced as a community engagement app by the Council of Kuching City South to be engaged with the people through complaint and feedback management portal. The platform is then able to relay specific complaints to the relevant departments in which all tickets are reviewed for performance from the local council. The iPeople app lays a foundation of the blueprint of a Smart Community app being a key piece within the Smart City Master Plan. The project was thoroughly planned through four key stages:
